Elizabeth Farley Murphy is a partner in the firm Zucker Hatfield LLC in Springfield, New Jersey, focuses her practice on the representation of management in education, special education, labor and employment law matters.
Ms. Murphy regularly advises boards of education on matters related to student rights and responsibilities, student domicile, school ethics, public contracts, public meetings, public records, school elections, construction projects, and the like. Ms. Murphy represents boards of education in all aspects of compliance with IDEIA 2004 and its implementing regulations, including development of IEPs, participation in mediation, and litigation of due process hearings. Ms. Murphy also represents and advises clients regarding various employment issues such as tenure, laws against discrimination, family and medical leave, wage and hour laws, labor disputes and contract interpretation. Ms. Murphy negotiates with employees and employee representatives regarding employment contracts and related terms and conditions of employment.
Ms. Murphy is a co-author of IDEA Guidebook: A Comprehensive Guide to the Individuals with Disabilities Education Improvement Act of 2004, LRP Publications (2006 and 2007).
Prior to joining the firm, Ms. Murphy was counsel to the firm of Wilentz, Goldman & Spitzer P.A., in Woodbridge, NJ; an associate with the firm of DeMaria, Ellis & Bauch, LLC in Newark, NJ; and house counsel for the Wall Township and Manasquan Boards of Education. Ms. Murphy has practiced education, special education, labor and employment law throughout her career.
Ms. Murphy is a member of the New Jersey State Bar Association and the New Jersey Association of School Boards Attorneys.
Upon her graduation from law school, Ms. Murphy served as the judicial law clerk to the Honorable John P. Arnone, New Jersey Superior Court, Monmouth County, during the 1993-1994 court term.
Ms. Murphy received her law degree from Seton Hall University School of Law in 1993. While in law school, Ms. Murphy was a member of the Seton Hall Legislative Journal and the Moot Court Board.
Ms. Murphy also is a 1988 graduate of Rutgers College, Rutgers University, New Brunswick, NJ, where she served as editor-in-chief of the university’s newspaper, The Daily Targum.
Ms. Murphy lives with her family in Red Bank, New Jersey. She is the mother of a stepdaughter, stepson, and a son.
